The third step is to fight a war with China at all costs when the first two moves fail, but of course the best form of combat is not direct U.S. participation in the war, but support for regions within China that seek independence or neighboring countries that have significant conflicts of interest with China. The CIA's covert intelligence activities against China have not stopped in the past, they have not stopped now, and they will continue in the future.
