    "Do prisoners deserve good  health  cares? " this topic  has been questioned for a decade . Some said that they don't deserve it because bad people don't deserve good treats while some said  that  they deserve it as health care is one of the human rights . So should public taxes support health cares for the prisoners? In my opinion,  I agree that public taxes  should support  health  cares for the prisoners because first of all, taxes are collected from  country's population so that the government could spend that money on improving  population's quality of life . Secondly, health care is one of  the fundamental human rights that every human has rights to get it so as the prisoners . However, some may  argue that prisoners don't deserve it as the reason that was mentioned above but I believe  that good or bad doesn't matter .Good or Bad doesn't judge that human is human or not . We should treat prisoners like we treat normal people . If normal people could ask for their healthcare , prisoners could too .

                   Firstly, the reason that I think public taxes should support health cares of the prisoner is because of a tax itself .According to Investopedia , ‘ Taxes are involuntary fees levied on individuals or corporations and enforced by a government entity . Taxes are collected to help fund public works and services and to build and maintain the infrastructures used in a country’ or in short to improve population's quality of life for example education, public transportations and also health cares . Imagine that a government is a bank , paying taxes is to deposit a money and the bank will spend the money on improving  infrastructures as a return . If one of the country's populations did wrong things and was put into a jail while he was in  a jail he asked the bank for spending money to improve his health cares . The money that the bank will give him is his own money that he once paid to the bank but some said that the bank shouldn't give money to him , ignoring the fact that the money that he receiving is  his own money . What do you think about this situation ? What is improper about asking the government to use his money for himself ? Prisoners are also country's population who were once paying taxes to the government and now those prisoners are asking for help .Why shouldn't the government help them up? Using public taxes to help their population needs are one of the government's duties , aren't they?

                   Next is health cares . According to Equality and human rights commission website , 'Health cares' are the basic rights and freedoms that belong to every person in the world, from birth until death and 'Rights' are things that we are allowed to be, to do or to have, simply by being human . Due to Universal Declaration of Human Rights , created by the United Nations in 1948 , the example of human rights are we all free and equal , don't discriminate and also include the right to life and live in freedom and safety which link to a healthcare . So saying health cares are one of the human rights means health cares are things that everybody allowed to have ,no matter who they are . Living in prison is living under huge pressure and bad condition . Paul Hayton , Director of the Healthy Prisons Program, said that prisoners tend to have poorer physical, mental and social health than the population at large and also that prisoners are at great risk of contracting communicable diseases as the prison conditions are worse compare to those of the outside of the prison . Also in the jail , there are often lacks of doctor because the expense in hiring doctor is so expensive that sometimes the government choose to ignore the health care of the prisoners . Now let's look at the worst prison in the world that has been ranked by BBC , the Liverpool prison( picture 1-3 ) . The inspector said that Liverpool prison has the worst condition he has ever seen . Everyday, the first thing that Liverpool's prisoners  see after waking up is a rubbish that was all around the room, also they need to live with unwanted roommates such as rats and cockroaches . They need to live in a dark room that contains only a small dirty bed and filthy toilet . If you put yourself in their shoes, do you think you are able to handle it ? If you couldn’t , did you  think that others could? Is that what human deserve to have?  'Prison is just a special setting for primary health care. All prison health services should strive to provide prisoners with health care equivalent to that provided in the community' said by  Andrew Fraser , Director of Health and Care at the Scottish Prison Service,  in WHO guidebook to the essentials in prison health (Andrew Fraser,38)

                   Finally, the reason why should taxes support prisoner health cares is prisoners themselves . Some may said that prisoners are bad people they don't deserve good treats like health cares especially from public taxes which included their own money too . First of all, let's look at the meaning of the word 'Prisoner' . According to Cambridge dictionary, prisoner means a person who is kept in prison as a punishment from doing bad things . As you looking through this,  is there any line that said prisoners are bad people? , No. Prison might confine a man but never should confine a man . Not all prisoners are bad . There are also prisoners who do good things for our society for example Sarit , 42-year-old man who was once being arrested of selling drugs, after staying in a jail for 4 year the day after he was released he devoted himself as a barber, cutting children hair for free . He called this project as 'Do good return the society’, Sarit case is one of the good examples to support the claims that saying prisoners are bad people is not always true . Or even they’re bad, you still can’t say that they are not deserve it . Like what I once said , good or bad is not important, the point is that they are still human .  We put them into a jail because we want them to rethink about themselves and feel sorry of what they did , don’t we . Or we put them to the jail to let them die. Until the day that they become a better person , our duties are to keep them alive and provide them good health cares. If we want them to die , why don’t we just shot them instance of putting in the jail .

                   Nelson Mandela once said that it's said that no one truly knows a nation until one has been inside its jail . A nation should not be judged by how it treats its highest citizen , but its lowest ones . In every year , there are plenty of the prisoners who died in the jail the cause included suicide and diseases like heart diseases etc . Now as you are enjoying your life, there is a prisoner who dies in a jail just because he or she is lacking of good health care . If you are still human , are you be able to just let people passed away one by one and do nothing aside from the facts that you could help them by supporting public taxes to improve health cares of the prisoners?  Taxes are collected to support people’s quality of life like health care which is one of the human rights which prisoners have rights to gain as they’re also human.  It’s time that you should open your mind, rethink of the prisoners, treat them as they’re normal people and provide them with health care ,what they should get as a human.
